Summary

Client is seeking a highly experienced Technical Product Owner (TPO) to lead technical governance and execution oversight for enterprise systems containing personal information (PI). The TPO will ensure disposition activities - including purge, anonymization, and Information Lifecycle Management (ILM) - fully align with the California Consumer Privacy Act (CCPA) and organizational Records Retention Schedules. This role serves as the primary technical authority translating legal, privacy, and records retention policy into executable technical designs across complex system landscapes. The ideal candidate is proactive, self-motivated, communicative, and adept at collaborating with both technical and non-technical stakeholders.

Responsibilities

  • Serve as the technical governance authority for data disposition across legacy, SaaS, and cloud-hosted platforms (e.g., Salesforce and vendor-managed systems).
  • Own and approve feasibility determinations for purge, anonymization, and ILM strategies in accordance with records retention and governance policies.
  • Evaluate integration points to assess the impact of data removal on related systems and processes.
  • Collaborate closely with Data Stewards, Privacy, Records Governance, IT SMEs, Legal teams, and system owners to ensure proper handling of personal information data.
  • Partner with business analysts and project managers to ensure alignment of data disposition efforts with retention schedules and regulatory requirements.
  • Assist in defining technical solutions and transition strategies for systems entering end-of-life.
  • Participate in technical reviews, data mapping, and architecture discussions to guide disposition readiness.
  • Document upstream/downstream data flows, dependencies, and system integrations to support disposition feasibility and execution.
  • Lead workshops, breakthrough sessions, and kickoff meetings with application stakeholders to define disposition processes.

Requirements
  • 10+ years of experience in enterprise data architecture, system integration, and technical leadership roles.
  • Proven expertise with relational database structures, entity relationships, and database management systems (e.g., Oracle, SQL Server, MySQL).
  • Hands-on experience with data lineage and metadata management tools such as Informatica, Collibra, Alation, or similar.
  • Experience identifying and documenting upstream and downstream data flows, dependencies, and ETL processes.
  • Familiarity with system decommissioning, integration lifecycle management, and ILM concepts.
  • Experience working with legacy, SaaS, and cloud-hosted platforms where native retention enforcement may be limited.
  • Ability to interpret data dictionaries, interface specifications, and technical documentation.
  • Strong understanding of data lineage concepts, retention trigger events, and records lifecycle management.
  • Experience with cloud data platforms (e.g., AWS, Azure, Google Cloud) is a plus.
  • Technical solution architecture experience supporting retention and disposition designs.
  • Exceptional written and verbal communication skills, with the ability to convey complex data concepts to non-technical audiences and executive stakeholders.
  • Proven ability to operate as an independent technical authority with minimal supervision.
  • Demonstrated success managing multiple high-risk work streams in dynamic environments.
  • Strong documentation skills, including clear articulation of technical risk, compliance implications, and visibility requirements.
Preferred Qualifications:
  • Experience leading large-scale system implementations.
  • Extensive experience with lineage tools and metadata management.
  • Relevant certifications or proficiency in industry-standard data governance and lineage platforms.
