Job Description:

The Development Manager leads the design, development, and execution of enterprise software solutions supporting Manufacturing Enterprise Systems (MES). The position combines hands-on technical leadership in C#/.NET with people management and executive-level communication. The manager oversees architects and developers, ensures technical governance, and partners closely with business and IT leadership to deliver reliable, scalable solutions.

MES experience is part of the environment, but strong C#/.NET development leadership is the core requirement.

Core Responsibilities
Technical & Solution Leadership

  • Lead the design and execution of global software solutions using Microsoft technologies.
  • Provide architectural and technical governance for MES-related applications.
  • Review and approve solution designs, staffing plans, and technology choices.
  • Ensure adherence to IT standards, SDLC best practices, and Agile/Scrum processes.
  • Guide teams on unit testing, service-oriented architecture, and modern development practices.
People Management & Leadership
  • Manage 5-15 direct reports including architects, software developers, and Scrum Masters.
  • Provide coaching, mentoring, performance management, and career development.
  • Conduct regular 1:1s, goal planning, performance assessments, and pay planning.
  • Lead interviewing, hiring, onboarding, and training planning.
  • Resolve team conflicts and lead by example.
Portfolio, Project & Delivery Management
  • Partner with business leaders to prioritize software initiatives and capital budgets.
  • Supervise execution of complex projects and ensure on-time, high-quality delivery.
  • Oversee resourcing and throughput for critical incidents and prioritized change requests.
  • Promote continuous improvement in Agile/Scrum execution across teams.
Stakeholder & Executive Communication
  • Act as a bridge between business needs and technical solutions.
  • Communicate effectively with technical teams, non-technical stakeholders, and executive leadership.
  • Participate in steering committees and recurring leadership meetings.
  • Build consensus across cross-functional and global teams.
Compliance & Governance
  • Execute SOX controls for software development lifecycle processes.
  • Ensure compliance with IT governance, security, and operational standards.

Required Experience
  • Bachelor's degree in IT or related field, or equivalent experience.
  • 6+ years of professional software development experience.
  • 3-6 years as a development lead or supervisor, or 1+ year as a people manager.
  • Proven experience leading software development teams in a Microsoft technology stack.

Required Technical Skills
Must-Have
  • C# development in Microsoft-based environments
  • .NET application design and development
  • SQL Server development, scripting, and reporting
  • Unit testing frameworks and SDLC best practices
  • Service-Oriented Architecture (SOA)
  • ITIL / ITSM Foundation knowledge or certification
Highly Desired
  • MS Team Foundation Server (TFS) usage and administration
  • RabbitMQ or similar message queuing technologies
  • OPC Data Access
Desired (Not Required)
  • AI development concepts and AI-based solutions
  • Kubernetes, Docker, and containerization
  • Theory of Constraints
  • MES domain experience (can be learned)

Leadership & Business Competencies
  • Strong people leadership, coaching, and team development capability
  • Executive-level communication and presentation skills
  • Ability to translate business strategy into technical solutions
  • Experience with vendor evaluation, RFPs, and COTS integration
  • Project and portfolio management experience in Agile/Scrum environments
  • Comfort working in a distributed, global enterprise environment


Physical Requirements:
The physical requirements for this office role include the ability to sit or stand for extended periods, typically up to 8 hours a day, and regularly operate standard office equipment such as computers and phones. Employees should be able to lift up to 15 pounds occasionally and frequently perform tasks that require typing, writing, and document handling. Effective verbal and written communication skills are necessary, along with adequate visual and auditory abilities to read materials and participate in meetings.
