GENERAL STATEMENT OF JOB

Plans and coordinates the construction, maintenance and operation of traffic signals, signal systems, and intelligent transportation systems; ensures all signals and systems are in compliance with code and regulation.
EXAMPLES OF WORK
•Supervises and manages staff to include assignment, scheduling, interviewing/hiring, training and development, and discipline.
•Plans, prioritizes and assigns daily work orders for installing, maintaining and repairing traffic signals and related signal systems, ensuring all work is conducted in accordance with applicable statutes and directives.
•Ensures the proper instruction and training of staff in methods and procedures, proper use of equipment and preventive maintenance.
•Prepares cost estimates for new work orders and ensures necessary equipment is available per work order.
•Prepares and maintains records and documentation concerning work performed (i.e., time sheets, work orders, equipment utilization reports, issue slips, cost sheets, leave requests, safety meetings, property damage/loss reports).
•Verifies the accuracy of signal controller and beacon timer programming.
•Performs trouble-shooting and responds to emergency situations.
•Reviews construction plans.
•Ensures utility companies and other services are properly notified in reference to items such as buried cables.
•Inspects the performance of electronic devices and equipment for proper working order, and to schedule maintenance and repairs as needed (i.e., controllers, conflict monitors, time switches, and other ITS devices).
•Performs preventive maintenance and ensures preventive maintenance schedules are adhered to in the maintenance of traffic signals and signal systems, and in the proper use, care and cleaning of equipment.
•Orders supplies and equipment as needed to ensure sufficient supply inventories and schedules equipment maintenance/repair.
•Prepares the department budget and monitors cost and expenditures throughout the fiscal year.
•Maintains street, bridge, and other lighting.
•Performs related duties as required.
MINIMUM QUALIFICATIONS

Education, Training, and Experience: Associate's Degree with coursework emphasis in engineering, computer science or related field; supplemented by a minimum of four (4) years progressively responsible experience in construction, maintenance, troubleshooting or repair of traffic signal systems and ITS equipment; , two (2) years of which shall be acquired in a supervisory capacity; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.

Licenses and/or Certifications: Requires a valid Class 'B' Commercial Driver License (CDL), or better. Requires certification levels I and II for Traffic Signals of the International Municipal Signal Association (IMSA), and Work Zone Safety Certification. Must obtain IMSA Level III certification within one (1) year of hire.
OTHER REQUIREMENTS

Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and related peripherals. Must be able to operate a variety of hand held and electrical equipment and tools including bucket hoists, road saws and generators. Requires the ability to exert 20 to 50 pounds of force occasionally, or 10 to 20 pounds frequently, or up to 10 pounds to constantly lift, carry, push, pull or otherwise move objects; must be able to perform manual tasks and remain on feet for extended periods of time. Requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Physical demands are in excess of those for sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude: Requires the ability to add and subtract totals; multiply and divide; use decimals and calculate percentages; determine weight; compute discount and loss, ratio and proportion; interpret graphs.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with emergencies and frequent deadlines. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
