Job Description
PRI is currently seeking a qualified Fuels Quality Assurance Evaluator (2F0) for a potential Base Supply Services Contract at Hurlburt Field, FL. The purpose of the Quality Assurance (QA) Evaluator (2F0) is to provide leadership with an assessment of the unit's ability to perform key Fuels processes while ensuring standardized, repeatable, technically compliant process execution, to promote a culture of professional excellence and personal responsibility. Quality Assurance Evaluators (2F0) require extensive Air Force Fuels Management background and skills, i.e. quality control and operations compliance that enable them to critique and access performance, formulate and recommend corrective actions, and provide leadership of personnel and/or critique programs in support of contract service delivery summaries and contract objectives. Unless otherwise noted in the statement of work, all paragraphs in applicable references are binding contractual services and required to be performed. General working hours are day shift (0700-1600).
Duties Include but not limited to:
- Measures processes through analysis, surveillances, trends and standards.
- Conducts research, analyzes deficiencies, determines causes, and recommends corrective action for required Fuels Management or contractual programs/reports. Manages methods to measure, track, analyze, and report performance trends/deficiencies.
- Evaluate Fuels Management procedures, including locally developed forms, publications, local operating instructions, and checklists for accuracy, intent and necessity.
- Review new and revised instructions, directives, technical data and TCTO's for completeness, accuracy and applicability to supply functional areas.
- Evaluate Fuels tasks and conduct inspections utilizing checklists and/or respective Air Force instructions to ensure tasks are completed properly.
- Enter observations, inspections, and evaluation reports into the appropriate QA database.
- Provide limited training and/or instruction as applicable to address deficiencies identified during the evaluation process.
- Conduct personnel evaluations, quality verification inspection, special inspection, safety inspections as the QA 2F0XX subject matter expert.
- Provides expertise and guidance to assigned areas to ensure all USAF guidelines and directives are followed.
- Provides guidance to work centers when procedures are inadequate or wrong.
- Conducts periodic procedural and/or surveillance visits to Fuels work centers.
- Meets contract performance objectives and associated Service Delivery Summaries.
- Ensures company policies and procedures and safety performance standards are in compliance with all federal, state, local and company safety regulations.
- Responsible for prompt reporting of accidents/incidents, injuries, hazardous situations and violations to the Project Manager.
- Attend periodic Quality Assurance meetings with senior leaders/managers.
- Manages the unit self-inspection program and able to access and manage the unit Inspection Tracking Database.
- Periodically assists with conducting property inventories to meet contract obligations.
RequirementsRequired (Minimum) Qualifications- Must have a high level working knowledge and experience in the composition, properties, and characteristics of petroleum products and cryogenic fluids, including toxic, explosive, and fire hazards; environmental protection procedures; conservation; methods of receiving, storing, testing, and evaluating fuel and cryogenic fluids under normal, or operating within remote locations or in support of deployment and contingency operations.
- Hold a Secret security clearance commensurate with property/computer systems accessed.
- Proficient in interpreting Fuels data and Base Level Support Applications historical information.
- Working knowledge of software programs to accomplish operations.
- Must possess a valid state driver's license.
Knowledge, Skills, And Abilities- Ability to communicate both orally and writing with internal and external clients and co-workers.
- Knowledgeable on Air Force Fuels Management practices, procedures and applicable governing guidance.
- Experience in functions such as receipt, issue and transfer operations from the military service station, fuels hydrant system and cryogenic storage; operating available mobile refueling vehicles and equipment; documenting fuels transactions for computer processing; and performing fuels quality control analysis on petroleum products and fuels laboratory.
- Experience with the Fuels Service Center, Fuels Support Equipment, and mobile and hydrant servicing equipment to dispense products to aircraft and ground support equipment and facilities.
Preferred- Minimum of 15 years USAF Fuels Management related experience.
- Completion of the basic USAF Fuels Management course.
- Completion of the Petroleum Logistics Management Course.
- High school graduate or equivalent
- Able to operate material handling equipment.

Ability to maneuver around warehouse/installation sites; sees, hears, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for sitting, walking, standing, lifting, pushing, pulling, twisting, throwing, reaching, squatting, stretching, and bending for prolonged periods of time. At times lift and carry as much as 35 pounds. Visual acuity to review written documentation and ability to hear and understand speech at normal room levels.
Additional Qualifying FactorsAs a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work and must be able to obtain access to military installations.
